Under existing legislation local communities can petition their local Council to establish a '3rd tier' local council. These are commonly known as 'Parish' or 'Town' councils, with over 4000 across the country ranging in size from having only a few hundred residents within their boundaries to several hundred thousand.

Sale used to have it's own Town Council, but this was disolved many years ago, and the powers transfered to Trafford.

If Sale successfully established a Town Council, it would have wide ranging powers to protect and develop Sale.
