Housing Crisis.

To consider the following Motion –

This Council notes:

1) As at 1st June 2009 13,972 people living in the City of Manchester are on the Council’s housing waiting list, with a further 4,344 applicants from outside the city registered on the waiting list;

2) A further 4407 applications are currently suspended (not including those cases suspended at the applicant’s request) These figures exclude those current tenants who have requested a transfer;

3) The official Housing Waiting List to be reported on this years HIP/HSSA return as 1st April 2009 is 22,723, an increase of 1768 in the 12 months since 1st April 2008;

4) That despite having a target that 20% of all new housing in the city should be affordable social housing, in 2007/8, of the 4501 total new build only 271 were affordable social housing (202 for rent and 69 intermediate housing) which equates to 6%, and in 2008/9, of the 2476 total new build again only 271 were affordable social housing (136 for rent and 135 intermediate housing) which equates to 11%;

5) Under its Regional Spatial Strategy it has committed to a target of generating 6628 new affordable social houses a year in the city;

6) The Department of Communities and Local Government estimate that there are some 13,000 empty properties in the City of Manchester, many family homes in the city have been converted into multi-occupational flats, whilst many purpose built flats in the city stand empty.

Council instructs officers –

To bring forward, within the next Council cycle, detailed proposals of how the Council can use all the powers and resources at its disposal to make serious inroads into tackling the Housing Crisis faced by this city.
